Irina Khakamada was born on April 13, 1955. She is a Russian politician. She was born to a Japanese father, Mutsuo Hakamada, a communist who defected to the Soviet Union in 1939, and Nina Sinel'nikova, a Russian-Jewish schoolteacher. Her paternal uncle is Satomi Hakamada, a longtime member of the Japanese Communist Party leadership.

She graduated from the Department of Economy of the Patrice Lumumba Peoples' Friendship University in Moscow in 1978. She later obtained her PhD degree from the Faculty of Economics of Lomonosov Moscow State University. Irina Hakamada was an elected representative in Russian Duma from 1993 to 2003.
